Oil prices rose slightly on Tuesday on fears Middle East tensions could disrupt supply, but uncertainty about the pace of potential U.S. interest rate cuts and the ensuing impact on fuel demand capped gains. Oil prices were near flat in Monday's trade, after gaining 6% last week. A move by the U.S. to tighten or step up enforcement of sanctions on Iran would impact oil market supplies. The Organization of the Petroleum Exporting Countries is also scheduled to release its monthly oil market report on Tuesday. OPEC and its allies including Russia, known as OPEC+, will decide in March whether to extend voluntary oil production cuts in place for the first quarter.

The agency's board members recommended that authorities increase the safety margin between ships anchored on their way to and from the ports of Los Angeles and Long Beach and undersea pipelines in the area. The new investment follows a previously announced convertible notes offering of $340 million in July to the unnamed investor.

Fisker aims to make a mark in the crowded EV market with lower-priced vehicles that still have high-design sensibility. Fisker said Alaska, reservations for which opened on Thursday, would be built on the same platform as its Ocean SUV. Fisker, which uses contract manufacturing for its vehicles, aims to keep cost of production as well as vehicle prices low. While the Ocean SUV starts at $37,499, its smaller Pear SUV, which was also unveiled on Thursday, is priced at $29,990.

May 8 (Reuters) - PacWest Bancorp (PACW.O) shares pared early gains on Monday, dragging down other U.S. regional banking stocks, as the Los Angeles-based lender's decision to slash its quarterly dividend failed to stem worries about its financial stability. But hedge funds, which often engage in short selling, pushed back on Monday, saying in a letter to Gensler that a ban would be counterproductive. Yellen said it is in the SEC's purview to regulate short selling although there is a high bar for any controls if evidence of market manipulation was found.

"The dividend cut is not a good sign," said Jamie Cox, managing partner at Harris Financial Group. Other U.S. regional banks also retreated. The KBW Regional Banking index (.KRX) fell 1.5% after gaining nearly 4.7%. "I have a general fear that smaller banks are going to disappear, and we're going to end up with just a few large banks."
